It depends on one more vital quantity called 'Weight'/'Mass'. No matter how much power it has, too heavy, it wont win anything...

Coming to your point, The car with 88bhp is possibly a petrol vehicle and the 82bhp model is a diesel. It revs lower but makes torque lower down the rev range.

A petrol revs higher and makes power higher in the range.

Ideally an engine should make power higher in the range and torque as low as possible.

Torque is pulling power and it helps in accelaration but only till the engine reaches the maximum RPM for torque. After that BHP will take over and higher BHP results in higher top speed.

 

Other factors like car's weight, gearing and drag quotient will also come in the picture to decide the performance.

 

For the figures quoted by you, A should achieve higher sustained speed while B will have faster initial accelaration.

 

So A will win the lap race while B will win in drag race, assuming all other things remain same for both the cars.

In addition to the weight, the gear ratios are also important, as is the final drive ratio.

It is almost certain that the final drive ratio will be higher in the engine which tops out much earlier. Also, the gear ratios may be different.

what is bhp : Just torque multiplied by rpm.
