Yes, Pulsars are very much Reliable for Cold Starts, even in the Coldest Winters.

New Pulsar 220F comes with Manual Choke instead of earlier 220 DTS-Fi's Auto-Choke.

Don't know whether I should ask this question in this thread but ok is it safe to use fully synthetic oil @ 3k KMS/2nd Servicing? Also, can one use Castrol Power 1 4T 10W40 in a bike recommended with 20W40 grade oil?

Yes, you can Safely use Castrol Power1 Engine Oil in any bike running on 20W40 Grade Engine Oils.

I've used this on my Bajaj Pulsar 150 UG-III,

but Please note all Honda bikes run on 10W30 & Pulsar 180, 220 runs on 20W50 Engine Oils.

1st tell me for which bike are you're Referring here ??

Yes, you can use it from even 3k kms also, but the results will be seen somewhat better if you wait till 5k kms, as 1k-4k kms of a new vehicle is also considered as some sort of Run-in-period, as during this duration the Engine Settles/adjusts into Final Shape, i.e; Acceleration, Fuel efficiency, etc..
